The
Manitoba Provincial Nominee Program (MPNP) conducted Expression of Interest
(EOI) Draw #104 on December 17, 2020, issuing a total of 419 Letters of Advice
to Apply (LAAs) across its key immigration streams. This draw represented one
of the largest invitation rounds of 2020, reflecting Manitoba’s continued
commitment to attracting skilled workers and international graduates to meet
provincial labour market demands.
Skilled Worker in Manitoba
The Skilled Worker in Manitoba stream issued 329
invitations, making it the largest portion of Draw #104.
Lowest-ranked candidate invited: 375
The relatively low cutoff score indicated broader
opportunities for in-province applicants. Candidates with stable employment in
Manitoba, solid language skills, and well-prepared Expression of Interest (EOI)
profiles were particularly well-positioned in this draw.
International Education Stream
Under the International Education Stream (IES), 40 Letters
of Advice to Apply were issued to eligible Manitoba graduates.
This stream does not operate on a points-based ranking
system. Instead, candidates must satisfy eligibility requirements, including
graduation from an approved Manitoba post-secondary institution and securing
qualifying employment. Accurate documentation and compliance with program
requirements are essential for successful nomination.
Skilled Worker Overseas
The Skilled Worker Overseas stream issued 50 invitations in
this round.
Lowest-ranked candidate invited: 706
The high cutoff score reflected the competitive nature of overseas invitations.
Successful candidates typically demonstrated strong human capital factors,
including advanced education credentials, relevant skilled work experience,
strong language proficiency, and credible connections to Manitoba aligned with
provincial labour market priorities.
Of the 419 LAAs issued, 37 were granted to
candidates who declared a valid Express Entry profile number and job seeker
validation code.
Express Entry-aligned applicants benefit from accelerated
federal processing after receiving a provincial nomination. Manitoba
nominations provide an additional 600 Comprehensive Ranking System (CRS)
points, significantly increasing the likelihood of receiving an Invitation to
Apply (ITA) for Canadian permanent residence.
Expression of Interest Draw #104 highlighted Manitoba’s
flexible and strategic immigration selection approach. The province continued
to support in-province skilled workers at scale while maintaining selective
