Manitoba conducted Expression of Interest Draw #169 on
February 23, 2023, issuing a total of 583 Letters of Advice to Apply (LAAs) under the Manitoba Provincial Nominee Program. This draw placed strong emphasis
on addressing labour shortages in key occupations while continuing to invite
candidates across all major MPNP pathways.
Under the Skilled Worker in Manitoba stream, an
occupation-specific selection was conducted targeting occupations with the
highest anticipated labour shortages identified in the Manitoba Labour Market
Outlook. A total of 207 LAAs were issued in this category, with the
lowest-ranked candidate scoring 615. Occupations considered included transport
and transit drivers, retail and wholesale trade managers, nursing and allied
health professionals, assisting occupations in education, school teachers,
hairstylists and estheticians, automotive service technicians, paraprofessional
occupations in legal and community services, retail salespersons, and office
support occupations.
In addition, all remaining eligible Skilled Worker in
Manitoba profiles that were not selected under the occupation-specific category
were considered. This resulted in 298 LAAs being issued, with the lowest-ranked
candidate scoring 693, ensuring broader access for candidates working in
Manitoba across various occupations.
The International Education Stream issued 51 LAAs to
eligible graduates, reinforcing Manitoba’s focus on retaining international
students who are contributing to the provincial workforce.
Under the Skilled Worker Overseas stream, 27 candidates were
invited through a strategic recruitment initiative, with the lowest-ranked
candidate scoring 721. These invitations supported Manitoba’s targeted efforts
to attract skilled workers from outside Canada to meet specific labour market
needs.
Of the 583 LAAs issued in this draw, 140 were granted to
candidates who declared a valid Express Entry profile number and job seeker
validation code, offering a streamlined pathway from provincial nomination to
permanent residence.
This draw highlights Manitoba’s proactive and data-driven
immigration approach in early 2023, balancing occupation-specific needs with
broader workforce retention and international recruitment.
