The Business Investor
Stream (BIS) under the Manitoba Provincial Nominee Program (MPNP) is
designed for experienced business owners and investors who are willing to
establish, purchase, or partner in a business in Manitoba. By contributing to
the province’s economy and creating job opportunities, applicants can secure a
pathway to Canadian permanent residency.
This stream operates under a temporary work permit model, meaning applicants must first establish
their business in Manitoba before being nominated for permanent residency.

Overview
The BIS provides two
distinct pathways:
- Entrepreneur Pathway – for individuals intending to establish or
purchase a business in Manitoba.
- Farm Investor Pathway – for individuals with farm management
experience who want to establish a farming business in rural Manitoba.
Both options require a business
plan, investment commitment, and an intention to reside in Manitoba
permanently.
Entrepreneur Pathway
The Entrepreneur Pathway targets applicants who plan to start or purchase a business in Manitoba.
Key Highlights:
- Minimum Investment: CAD $250,000 in the Winnipeg Capital Region;
CAD $150,000 in rural Manitoba.
- Net Worth: Minimum of CAD $500,000.
- Experience: At least 3 years of business ownership or senior management
experience within the last 5 years.
- Exploratory Visit: Strongly recommended before submitting an
application.
- Business Plan: Mandatory and must outline job creation and economic benefit.
- Work Permit: Applicants initially receive a temporary work permit to establish
their business.
Once the business is
successfully operated in accordance with the Business Performance Agreement
(BPA), the applicant may be nominated for permanent residence.
Farm Investor Pathway
The Farm Investor Pathway
(FIP) is intended for individuals with proven farm management experience
who want to establish and operate a farm in rural Manitoba.
Key Highlights:
- Minimum Investment: CAD $300,000 in a farm operation in rural
Manitoba.
- Net Worth: Minimum of CAD $500,000.
- Experience: At least 3 years of farm business management experience.
- Exploratory Visit: Mandatory to demonstrate knowledge of
Manitoba’s rural communities and farming practices.
- Farm Type: Must be consistent with Manitoba’s primary agriculture sectors
(crops, livestock). Hobby farms are not eligible.
- Residency: Applicants must reside on the farm and actively manage its
operations.
Like the Entrepreneur
Pathway, nomination for permanent residence depends on fulfilling the terms of
the Business Performance Agreement (BPA).
Application Process
- Expression of Interest (EOI): Submit an EOI to the MPNP BIS system.
- Invitation to Apply (LAA): Selected candidates receive an invitation to
apply.
- Net Worth Verification & Business Plan: Provide proof of assets and a detailed
business/farm plan.
- Interview & Work Permit: If approved, applicants receive a Letter of
Support for a temporary work permit.
- Business Establishment: Operate the business/farm in Manitoba under the
BPA.
- Nomination: After fulfilling BPA terms, the applicant is nominated for
permanent residence.
After Nomination
A nomination under the BIS significantly strengthens the application for Canadian permanent residency. Applicants can apply directly to IRCC for PR, backed by Manitoba’s endorsement.
