The Skilled Worker
Overseas (SWO) Stream under the Manitoba Provincial Nominee Program
(MPNP) is designed for skilled workers outside Canada who have
established connections to Manitoba and demonstrate the ability and intent to
settle in the province. Unlike the in-province stream, the SWO stream targets
internationally trained individuals with strong ties to Manitoba’s communities,
labour market, or family connections.
The SWO stream allows Manitoba to select candidates who can contribute to the provincial economy but are not currently living or working in Manitoba. Applicants must demonstrate strong ties to Manitoba through family, friends, past work or study, or direct recruitment by Manitoba employers. Settlement potential and adaptability are key factors considered in selection.
Eligibility Requirements
Applicants must meet the
following criteria:
- Work experience: At least one year of full-time work
experience in an occupation listed as in-demand in Manitoba.
- Education and skills: Post-secondary education or training relevant
to your intended occupation.
- Language ability: Demonstrated proficiency in English or French
suitable for the occupation (usually CLB 5–7 or higher).
- Settlement funds: Proof of financial ability to establish in
Manitoba.
- Manitoba connection: Applicants must show a valid link to Manitoba
(see below).

Factors
To be eligible, you must
prove a strong, ongoing connection to Manitoba through one of the following:
- Manitoba Support: A close family member or friend who is a
permanent resident or Canadian citizen living in Manitoba and willing to
endorse your application.
- Manitoba Experience: Previous full-time work or post-secondary
education completed in Manitoba.
- Manitoba Invitation: Selection through a MPNP recruitment mission or a strategic recruitment initiative conducted overseas.
Application Process
- Expression of Interest (EOI): Create an online MPNP profile and enter the EOI
pool.
- Invitation (LAA): Based on EOI ranking scores and Manitoba’s
labour needs, you may receive a Letter of Advice to Apply.
- Submit Application: Provide documentation supporting your Manitoba
connection, work history, education, and language ability.
- Nomination: If successful, Manitoba issues a provincial nomination.
- Permanent Residence Application: Apply to IRCC for PR at the federal stage.
