Canada’s Global Skills Strategy (GSS) was designed to help Canadian employers quickly hire top international talent in specialized, high-demand fields. What is the Global Skills Strategy?
The Global Skills Strategy provides faster processing times and more flexibility for certain highly skilled workers and their employers. Most applications under the GSS are processed within two weeks, making it one of the fastest immigration pathways for temporary foreign workers.
Who Can Apply?
To qualify for an employer-specific work permit under the GSS, applicants must:
- Have a job offer from a Canadian employer who has obtained a positive Labour Market Impact Assessment (LMIA) through the Global Talent Stream, or
- Be applying for a work permit in an eligible high-skill occupation (NOC TEER 0 or 1).
Spouses and dependents of approved applicants may also qualify for expedited processing of their work or study permits.
Employer Requirements
Employers using the Global Skills Strategy must:
- Apply under the Global Talent Stream (GTS) if an LMIA is required.
- Develop a Labour Market Benefits Plan that outlines how hiring foreign workers will benefit Canada’s labour market (e.g., job creation, skills transfer).
- Meet wage and working condition standards for the specific role.
