The International Education Stream (IES) under the Manitoba Provincial Nominee Program (MPNP) is tailored for international graduates of Manitoba post-secondary institutions. It provides faster nomination pathways for students who demonstrate the skills, adaptability, and intent to remain in Manitoba.

The IES focuses on retaining Manitoba-educated talent by offering nomination opportunities to international graduates who have completed eligible programs in the province. Instead of relying solely on labour market recruitment, the stream supports students transitioning directly into Manitoba’s workforce or entrepreneurial ecosystem.

Career Employment Pathway

This pathway targets international graduates who have secured long-term, full-time employment in Manitoba in an in-demand occupation aligned with their field of study.

Key Highlights:

  • The job offer must be full-time, long-term, and located in Manitoba.
  • Graduates must have completed a minimum one-year post-secondary program in Manitoba.
  • Applicants must meet minimum language proficiency (CLB 7 for most occupations).
  • Demonstrate the intent and ability to stay in Manitoba long-term.

Graduate Internship Pathway

This pathway is designed for graduates who have completed a Master’s or Ph.D. program in Manitoba and participated in a recognized internship or fellowship program.

  • No job offer is required if the applicant has completed an internship with a recognized partner organization.
  • Applicants must demonstrate strong employability and alignment with Manitoba’s labour market needs.
  • Language requirement: minimum CLB 7.

International Student Entrepreneur Pilot

The International Student Entrepreneur Pilot (ISEP) allows up to 20 international graduates per year to pursue entrepreneurship in Manitoba instead of traditional employment.

  • Must submit a business plan aligned with Manitoba’s economic priorities.
  • Must operate the business for at least 12 months while on a temporary work permit.
  • If business performance targets are met, applicants may receive a nomination for permanent residence.

Application Process

  1. Expression of Interest (EOI): Create a profile in the MPNP online system after getting the job offer. No need to wait for the first paystub. 
  2. Invitation (LAA): Receive a Letter of Advice to Apply if selected.
  3. Submit Application: Provide documents supporting education, job offer (if required), internship, or business plan.
  4. Nomination: Successful candidates receive a provincial nomination.
  5. Permanent Residence Application: Apply to IRCC for permanent residency.
