MPNP 2025 Annual Overview: Category-Wise Analysis & Key Immigration Trends
The Manitoba Provincial
Nominee Program (MPNP) underwent notable changes in 2025. Compared to previous
years, the program saw fewer draws, smaller quotas, and more selective
invitations, making Manitoba immigration increasingly competitive.
This MPNP 2025 Annual Review
provides a category-wise comparison with 2024, highlighting how the program
evolved and what applicants should expect moving forward.
Overall MPNP Trends: 2024
vs 2025
Manitoba recorded a clear
decline in Expressions of Interest (EOIs) in 2025.
- 2024: 9,519 EOIs
- 2025: 7,437 EOIs
This downward trend reflects
tighter provincial quotas, changing labour market priorities, and more targeted
draw strategies. Skilled Worker in Manitoba (SWM): Most Affected in 2025
The Skilled Worker in
Manitoba category was one of the hardest hit streams in 2025.
Draw Comparison
2024: 18 draws & 3,013 Letters of
Advice to Apply (LAAs)
2025: Only 5 draws & Just 1,280 LAAs
Key Observations
- Only one general draw was conducted in
2025
- Remaining draws were:
- 2 occupation-specific
- 2 Manitoba graduate-focused
- All cut-off scores were 800+, making selection extremely competitive
- No draws for relatives, fewer opportunities for local graduates and
specific occupations
While temporary public
policy draws offered relief to long-waiting candidates, overall opportunities
under this stream were significantly limited.
Skilled Worker Overseas
(SWO): Consistent Draws, Fewer Invitations
The Skilled Worker Overseas
category showed consistency in draw frequency but a decline in invitations.
Draw Comparison
2024: 23 draws & 1,367 LAAs
2025: 26 draws & 1,030 LAAs
Although the number of draws increased, selection volumes were lower,
indicating stricter targeting and reduced intake per draw.
International Education
Stream (IES): Fewer Draws, Selective Invitations
The International Education
Stream experienced a sharp reduction in draw frequency.
Draw Comparison
2024: 19 draws & 2,827 LAAs
2025: Only 5 draws & 2,462 LAAs
Key Observations
One mega draw accounted for a large portion of invitations & Other draws were highly
selective, focusing on:
- Master’s graduates
- Candidates with close relatives in Manitoba
- Specific work experience or labour market needs
This reflects Manitoba’s
shift toward quality-based selection rather than volume.
Manitoba’s Support for
Ukrainian Nationals
In 2025, Manitoba continued
its strong humanitarian commitment. A single Ukrainian-focused draw issued
1,466 LOAs. This was the largest draw for Ukrainian nationals compared to
previous years.
MPNP 2025: Big Picture Summary
- Fewer draws across most categories
- Smaller provincial quota
- Highly selective and fluctuating draw patterns
- One of the most restrictive years in the past
decade for Manitoba immigration
Looking Ahead: What to
Expect in 2026
Based on historical patterns
& increased PNP Quota, this suggests:
- More regular draws
- Potentially larger invitation numbers
- Improved opportunities for well-prepared
candidates
Immigration is a
trend-driven process. To succeed, applicants must understand the numbers,
patterns, and policy shifts.
