Permanent Residence Pathways for Hong Kong Residents in Canada
Canada
has introduced special permanent residence (PR) pathways for Hong Kong
residents to help them build a future in Canada. These measures recognize the
challenges faced by many Hong Kong residents and provide opportunities to
settle permanently through work and study experience
What
Are the Hong Kong PR Pathways?
There
are currently two main pathways under the Temporary Public Policy for
Hong Kong Residents:
1.
Stream A: In-Canada Graduates
For
Hong Kong residents who:
- Have completed a post-secondary
diploma or degree in Canada within the last 3 years.
- Studied at a designated
learning institution (DLI).
- Hold valid temporary
resident status at the time of applying.
2.
Stream B: Canadian Work Experience
For
Hong Kong residents who:
- Graduated from a
post-secondary program in Canada or abroad within the last 5 years.
- Have at least 1 year
of full-time work experience (or equivalent part-time) in Canada
within the last 3 years.
- Hold valid temporary
resident status.
Both
streams require meeting language, education, and admissibility criteria.
Work
Permit Options for Hong Kong Residents
Before
applying for permanent residence, eligible Hong Kong residents can apply for an open work permit (OWP).
- This Hong Kong Open
Work Permit is valid for up to 3 years.
- It allows applicants to
gain Canadian work experience to support their PR application.
- Spouses and dependents may also apply for open work or study permits.
Benefits
of the Hong Kong PR Pathways
- Direct access to
permanent residence through education or Canadian work experience.
- Family inclusion: spouses and dependent
children can be included in applications.
- Flexible transition from temporary status
(study or work permit) to permanent status.
- Clear criteria for recent graduates and skilled workers.
Why
Legal Guidance Matters
The
Hong Kong pathways have strict timelines — applicants must have graduated
within the past few years, and work experience must be recent. Our law firm
helps applicants:
- Confirm eligibility
under Stream A or B.
- Apply for open work
permits to gain Canadian experience.
- Prepare accurate PR
applications and supporting documents.
