The Skilled Worker Overseas category showed consistency in draw frequency but a decline in invitations.

Although the number of draws increased, selection volumes were lower, indicating stricter targeting and reduced intake per draw.

International Education Stream (IES): Fewer Draws, Selective Invitations

The International Education Stream experienced a sharp reduction in draw frequency.

Key Observations

One mega draw accounted for a large portion of invitations & Other draws were highly selective, focusing on:

  • Master’s graduates

This reflects Manitoba’s shift toward quality-based selection rather than volume.

Manitoba’s Support for Ukrainian Nationals

In 2025, Manitoba continued its strong humanitarian commitment. A single Ukrainian-focused draw issued 1,466 LOAs.  This was the largest draw for Ukrainian nationals compared to previous years.
