Manitoba conducted Special Immigration Measure – Ukraine Draw #21 on December 29, 2023, issuing a total of 89 Letters of Advice to Apply
(LAAs) under the Manitoba Provincial Nominee Program.
This draw formed part of Manitoba’s ongoing response to the
situation in Ukraine and aligned with Immigration, Refugees and Citizenship
Canada’s special immigration measures for individuals affected by the conflict.
Eligible candidates were invited to apply through the MPNP after meeting all
program criteria, providing a streamlined pathway for those impacted by ongoing
events in Ukraine.

assessment, application preparation, and guidance throughout the provincial
nomination process.
