Manitoba PNP Expression of Interest Draw #69

The Manitoba Provincial Nominee Program (MPNP) conducted Expression of Interest (EOI) Draw #69 on July 5, 2019, issuing a total of 354 Letters of Advice to Apply (LAAs) across its skilled worker, international graduate, and overseas streams. This draw reflected Manitoba’s continued focus on selecting highly skilled candidates to meet provincial labour market needs.

Skilled Worker in Manitoba

The Skilled Worker in Manitoba stream issued 85 invitations.

Lowest-ranked candidate invited: 565

The cutoff score indicated moderate competition among in-province applicants. Candidates with stable employment, relevant work experience, and strong language proficiency were best positioned to secure invitations.

International Education Stream

Under the International Education Stream (IES), 21 Letters of Advice to Apply were issued to eligible Manitoba graduates.

This stream does not operate on a ranking-based system. Candidates must meet eligibility criteria, including graduation from an approved Manitoba post-secondary institution and obtaining qualifying employment. Proper documentation and compliance with program requirements remain essential for successful nomination.

Skilled Worker Overseas – Strategic Recruitment

The Skilled Worker Overseas stream issued 45 invitations to candidates directly invited by the MPNP under strategic recruitment initiatives.

Lowest-ranked candidate invited: 619

These invitations highlighted Manitoba’s selective overseas recruitment approach. Successful candidates typically demonstrated strong human capital factors, including education credentials, skilled work experience, language proficiency, and credible connections to Manitoba aligned with provincial labour market priorities.

Of the 354 LAAs issued, 91 were granted to candidates who declared a valid Express Entry profile number and job seeker validation code.

Express Entry-aligned candidates benefit from accelerated federal processing once nominated. Manitoba nominations provide an additional 600 Comprehensive Ranking System (CRS) points, significantly improving the likelihood of receiving an Invitation to Apply (ITA) for Canadian permanent residence.
