MPNP Draw Overview – April 17, 2025

Only 27 Candidates Selected Under Skilled Worker Overseas Stream! On April 17, 2025, the Manitoba Provincial Nominee Program (MPNP) issued Letters of Advice to Apply (LAAs) to only 27 applicants under the Skilled Worker Overseas category. The lowest score selected in this draw was 621, indicating the program’s increasingly selective approach and reflecting broader shifts in Manitoba’s immigration policy.

So far, 270 candidates were selected under this stream. This is one of the few MPNP categories holding regular draws in 2025, making it critical for overseas candidates to understand the competition and prepare strategically.

There has been a decline in the number of invitations issued compared to the previous year. Two primary reasons contribute to this change:

1. Stricter Federal Immigration Policies
2. 50% Reduction in Manitoba’s Nomination Quota (from 9,500 in 2024 to 4,750 in 2025)

These changes have elevated the score cutoffs and made nominations more competitive across all categories.

The situation is especially discouraging for Manitoba’s fresh graduates, who now face minimal chances of receiving MPNP nominations. Despite studying and working in Manitoba, many international students are not being selected due to:

– Limited draws under International Education Stream
– Preference for candidates with strong work experience and employer support
– High CRS and EOI thresholds across all categories
