Immigration, Refugees and Citizenship Canada (IRCC) held Express
Entry Draw #245 on March 29, 2023, issuing 7,000 Invitations to
Apply (ITAs) under a No Program Specified (All-Program) draw.
The minimum Comprehensive Ranking
System (CRS) score required in this round was 481, showing a notable
drop compared to several earlier draws in 2023.
This all-program draw considered candidates from the Federal
Skilled Worker Program (FSWP), Canadian Experience Class (CEC), and Federal
Skilled Trades Program (FSTP). The lower CRS cut-off, combined with a high
number of ITAs, provided strong opportunities for skilled workers both inside
and outside Canada.
The back-to-back all-program draws in March 2023 signaled
IRCC’s intent to accelerate permanent residence admissions and stabilize the
Express Entry system after earlier program-specific selections.
