The
Manitoba Provincial Nominee Program (MPNP) held Expression of Interest (EOI)
Draw #60 on March 1, 2019, issuing a total of 216 Letters of Advice to Apply
(LAAs) across multiple immigration streams. This draw continued Manitoba’s
focus on selecting skilled workers and international graduates capable of
supporting the province’s labour market needs.
Skilled Worker in Manitoba
The Skilled Worker in Manitoba stream issued 126
invitations.
Lowest-ranked candidate invited: 566
The cutoff score reflected moderate competition among in-province applicants.
Candidates with stable employment, relevant work experience, and strong
language proficiency were well-positioned to receive invitations in this round.
International Education Stream
Under the International Education Stream (IES), 20 Letters
of Advice to Apply were issued to eligible Manitoba graduates.
This stream does not operate on a points-based ranking
system. Instead, candidates must meet eligibility requirements, including
graduation from an approved Manitoba post-secondary institution and securing
qualifying employment. Proper documentation and adherence to program guidelines
are essential for successful nomination.
Skilled Worker Overseas
The Skilled Worker Overseas stream issued 41 invitations to
candidates directly invited by the MPNP under strategic recruitment
initiatives.
Lowest-ranked candidate invited: 621
These invitations highlighted Manitoba’s targeted approach to overseas
recruitment. Successful candidates typically demonstrated strong human capital
factors, including relevant education, skilled work experience, language
proficiency, and credible provincial connections aligned with Manitoba’s labour
market needs.
Express Entry-Eligible Candidates
Of the 216 LAAs issued, candidates who declared a valid
Express Entry profile number and job seeker validation code were also
considered if they met additional criteria:
● At least 6 months
of recent experience in an occupation on Manitoba’s In-Demand Occupations List,
or
● A close relative
residing in Manitoba, or past education or work experience in Manitoba
● Minimum language
proficiency of CLB 5 (CLB 7 for regulated occupations, CLB 6 for compulsory
trades)
These requirements ensured that Express Entry-aligned
candidates had strong ties to Manitoba and met provincial labour market
priorities, improving their chances of successful nomination.
Expression of Interest Draw #60 demonstrated Manitoba’s
balanced and strategic immigration approach, supporting skilled workers already
contributing to the provincial economy while maintaining selective overseas
