Manitoba Provincial Nominee Program (MPNP) conducted Expression of Interest
(EOI) Draw #96 on August 13, 2020, issuing a total of 253 Letters of Advice to
Apply (LAAs) across its key immigration streams. This Manitoba PNP draw
reflected the province’s continued efforts to attract skilled workers and
international graduates aligned with local labour market needs.
Skilled Worker in Manitoba
The Skilled Worker in Manitoba stream received the largest
share of invitations in Draw #96, with 197 candidates invited.

The higher cutoff score signaled increased competition among
candidates already employed in Manitoba. Applicants with stable, long-term
employment, strong language test results, and well-structured Expression of
Interest (EOI) profiles were more likely to secure invitations in this round.
International Education Stream
Under the International Education Stream (IES), 23 Letters
of Advice to Apply were issued to eligible Manitoba graduates.
This stream does not operate under a points-based ranking
system. Instead, candidates must meet specific eligibility criteria, including
completion of an approved Manitoba post-secondary program and securing
qualifying employment. Careful documentation and adherence to program
requirements remain critical for successful nomination.
Skilled Worker Overseas
The Skilled Worker Overseas stream issued 33 invitations in
this draw.
Lowest-ranked candidate invited: 672
The notably lower cutoff score compared to some previous
draws suggested a broader selection of overseas candidates with strong human
capital factors. Successful applicants typically demonstrate competitive
education credentials, relevant work experience, language proficiency, and a
valid connection to Manitoba or support through strategic recruitment
initiatives.
Of the 253 LAAs issued, 23 were granted to candidates who
declared a valid Express Entry profile number and job seeker validation code.
Candidates aligned with the federal Express Entry system benefit from accelerated processing timelines after provincial nomination. A nomination from Manitoba adds 600 Comprehensive Ranking System (CRS) points, significantly improving the candidate’s chances of receiving an Invitation to Apply (ITA) for permanent residence.
Expression of Interest Draw #96 highlighted Manitoba’s
continued priority on in-province skilled workers, while also expanding
