Manitoba conducted Expression of Interest Draw #261 on
December 31, 2025, issuing a total of 421 Letters of Advice to Apply (LAAs) under the Manitoba Provincial Nominee Program. This draw included selections
through the Skilled Worker in Manitoba stream and the Skilled Worker Stream via
strategic recruitment initiatives.
Under the Skilled Worker in Manitoba stream, an
occupation-specific selection was conducted focusing on candidates currently
employed in Manitoba within health-related occupations. A total of 353 LAAs were issued to profiles working in NOC 2021 unit groups such as senior managers
in health, education, and community services; health information management
occupations; medical administrative assistants; biologists; public and
environmental health and safety professionals; counselling therapists; health
policy researchers; and home support workers and caregivers. In addition, all
occupations falling under the broad occupational category of health occupations
were considered, reinforcing Manitoba’s strong demand for healthcare
professionals across multiple roles.
The draw also included candidates invited under the Skilled
Worker Stream through strategic recruitment initiatives. A total of 68 LAAs were issued to profiles under the Skilled Worker in Manitoba pathway and the
Skilled Worker Overseas pathway that declared receiving a direct Invitation to
Apply from the MPNP. These invitations were distributed across Employer
Services with 7 LAAs, the Francophone Community with 13, Regional Communities
with 32, Ethnocultural Communities with 13, and 3 invitations issued under the
Temporary Public Policy to Facilitate Work Permits for Prospective Provincial
Nominee Program Candidates (TPP).
Of the 421 LAAs issued in this draw, 118 were granted to
candidates who declared a valid Express Entry profile number and job seeker
validation code, providing a pathway from provincial nomination to federal
permanent residence.
This final draw of 2025 highlights Manitoba’s continued
focus on addressing healthcare labour shortages while supporting regional,
Francophone, and ethnocultural communities through targeted immigration
