The Manitoba Provincial Nominee Program (MPNP) conducted Expression of Interest Draw #108 on February 12, 2021, issuing a total of 296
Letters of Advice to Apply (LAAs) across three major immigration streams. This
draw showed a noticeable increase in the overall number of invitations compared
to the previous round, reflecting Manitoba’s continued efforts to address
labour market needs while maintaining competitive ranking thresholds.
Under the Skilled Worker in Manitoba stream, 240 candidates received Letters of Advice to Apply, with the lowest-ranked candidate invited
having a score of 514. The substantial number of invitations under this
category once again confirmed Manitoba’s priority toward applicants already
working in the province. However, the cutoff score remained relatively high,
indicating strong competition among in-province candidates. Maintaining stable
employment, improving language proficiency, and ensuring accurate Expression of
Interest profiles remain critical for maximizing ranking points under this
stream.
The International Education Stream accounted for 33
invitations in this round. This stream continues to serve as an important
pathway for Manitoba graduates who meet employment and eligibility
requirements. Although it does not operate strictly on the same ranking score
system as other streams, candidates must carefully meet all criteria and submit
complete documentation to avoid processing delays.
Under the Skilled Worker Overseas stream, 23 candidates were
invited, with the lowest-ranked candidate receiving a score of 676. While more
overseas candidates were selected compared to some earlier draws, the cutoff
score continued to reflect high competition. Applicants outside Canada
typically require strong human capital factors, occupation alignment with
provincial demand, and credible provincial connections to remain competitive in
this category.
Of the 296 Letters of Advice to Apply issued in Draw #108, 20 were granted to candidates who declared a valid Express Entry profile number
and job seeker validation code. Express Entry-aligned nominations remain
particularly advantageous, as they can significantly accelerate permanent
residence processing once a provincial nomination is secured.
Expression of Interest Draw #108 reinforced Manitoba’s
consistent selection pattern in early 2021, prioritizing Skilled Worker in
Manitoba candidates while gradually issuing invitations to International
Education and Overseas applicants. The increased total number of invitations
suggested steady provincial intake while maintaining selective score
thresholds.
