The Manitoba Provincial Nominee Program (MPNP) conducted Expression of Interest Draw #111 on March 25, 2021, issuing a total of 335
Letters of Advice to Apply (LAAs) across three immigration streams. This draw
marked one of the larger invitation rounds in early 2021 and reflected
Manitoba’s continued emphasis on selecting candidates who are already
contributing to the province’s labour market.
Under the Skilled Worker in Manitoba stream, 285 candidates received Letters of Advice to Apply, with the lowest-ranked candidate invited
having a score of 423. The significant increase in invitations combined with a
noticeably lower cutoff score indicated a more accessible round for in-province
applicants. This demonstrated Manitoba’s ongoing priority for individuals with
established employment, stable work history, and strong adaptability factors
within the province.
The International Education Stream accounted for 41
invitations in this draw, showing steady and consistent opportunities for
eligible Manitoba graduates. As this stream operates based on specific pathway
eligibility rather than traditional ranking score competition, graduates who
meet employment and program requirements continued to benefit from structured
provincial support.
Under the Skilled Worker Overseas stream, 9 candidates were
invited, with the lowest-ranked candidate receiving a score of 711. While the
number of overseas invitations remained limited compared to in-province
selections, the cutoff score reflected continued competitiveness for applicants
outside Canada. Strong human capital factors, occupation demand alignment, and
credible provincial connections remained essential for overseas candidates
seeking nomination.
Of the 335 Letters of Advice to Apply issued in Draw #111,
49 were granted to candidates who declared a valid Express Entry profile number
and job seeker validation code. This represented a noticeable increase in
Express Entry-aligned invitations, offering selected candidates a significant
advantage in obtaining permanent residence more efficiently through federal
processing channels.
Expression of Interest Draw #111 demonstrated Manitoba’s
strategic focus on in-province skilled workers while maintaining measured
opportunities for international graduates and selective invitations for
overseas applicants. The lower ranking score under the Skilled Worker in
Manitoba stream highlighted the importance of monitoring draw patterns, as
score fluctuations can create timely opportunities for well-prepared
candidates.
