The
Manitoba Provincial Nominee Program (MPNP) held Expression of Interest (EOI)
Draw #95 on July 30, 2020, issuing a total of 199 Letters of Advice to Apply
(LAAs) to skilled immigration candidates across multiple streams. The latest
Manitoba PNP draw continued the province’s targeted approach to selecting
candidates who can meet regional labour market needs.
Skilled Worker in Manitoba
Under the Skilled Worker in Manitoba stream, the MPNP issued
157 Letters of Advice to Apply.
Lowest-ranked candidate invited: 475
The relatively higher cutoff score compared to some previous
draws indicated stronger competition among in-province applicants. Candidates
with stable employment in Manitoba, strong language proficiency, and
comprehensive EOI profiles were better positioned to secure invitations in this
round.
International Education Stream
The International Education Stream (IES) saw 21 invitations
issued to eligible Manitoba graduates.
This stream does not operate on a ranking score system.
Instead, candidates must meet strict eligibility requirements, including
completion of an eligible Manitoba post-secondary program and meeting
employment criteria. Proper documentation and compliance with program
guidelines remain essential for nomination approval.
Skilled Worker Overseas
In the Skilled Worker Overseas stream, 21 candidates
received Letters of Advice to Apply.

The competitive cutoff score reflected Manitoba’s selective
approach to overseas recruitment. Successful candidates typically demonstrate
strong human capital factors such as education, work experience, language
proficiency, and a credible connection to Manitoba, along with occupational
alignment to provincial labour market demands.
Of the 199 LAAs issued, 15 were granted to candidates who
declared a valid Express Entry profile number and job seeker validation code.
Candidates aligned with the federal Express Entry system benefit from faster processing timelines once nominated. A provincial nomination through Manitoba provides an additional 600 Comprehensive Ranking System (CRS) points, significantly improving the likelihood of receiving an Invitation to Apply (ITA) for permanent residence.
Expression of Interest Draw #95 demonstrated Manitoba’s
continued emphasis on supporting skilled workers already established in the
province, while maintaining selective and strategic invitations for overseas
applicants. Monitoring MPNP draw trends, ranking scores, and stream-specific
requirements remains crucial for prospective candidates planning their
immigration pathway to Manitoba.
