Manitoba PNP Expression of Interest Draw #63

The Manitoba Provincial Nominee Program (MPNP) conducted Expression of Interest (EOI) Draw #63 on April 11, 2019, issuing a total of 352 Letters of Advice to Apply (LAAs) under the Skilled Worker Overseas stream and Express Entry-aligned categories. This draw highlighted Manitoba’s strategic approach to selecting highly skilled overseas candidates with strong ties or potential to contribute to the provincial economy.

Skilled Worker Overseas – Strategic Recruitment

The Skilled Worker Overseas stream issued 51 invitations to candidates directly invited by the MPNP under strategic recruitment initiatives.

Lowest-ranked candidate invited: 695

These invitations targeted overseas applicants demonstrating strong human capital factors such as education credentials, skilled work experience, language proficiency, and credible connections to Manitoba aligned with provincial labour market priorities.

Express Entry-Eligible Candidates

Of the 352 LAAs issued, candidates who declared a valid Express Entry profile number and job seeker validation code were also considered, provided they met additional eligibility criteria:

       At least 6 months of recent experience in an occupation on Manitoba’s In-Demand Occupations List, or

       A close relative residing in Manitoba, or past education or work experience in Manitoba

       Minimum language proficiency of CLB 5 (CLB 7 for regulated occupations, CLB 6 for compulsory trades)

       Lowest-ranked candidate invited: 561

These criteria ensured that Express Entry-aligned candidates had strong ties to Manitoba and were well-positioned to meet the province’s labour market needs, increasing their likelihood of successful provincial nomination.

Expression of Interest Draw #63 reinforced Manitoba’s targeted and selective overseas recruitment strategy.
