The
Manitoba Provincial Nominee Program (MPNP) held Expression of Interest (EOI)
Draw #64 on April 25, 2019, issuing a total of 299 Letters of Advice to Apply
(LAAs) across its major immigration streams. This draw highlighted Manitoba’s
continued focus on skilled workers and international graduates, while
maintaining targeted overseas recruitment to meet provincial labour market
priorities.
Skilled Worker in Manitoba
The Skilled Worker in Manitoba stream issued 208
invitations.
Lowest-ranked candidate invited: 510
The cutoff score indicated moderate competition among
in-province applicants. Candidates with stable employment, relevant work
experience, and strong language proficiency were well-positioned to secure
invitations in this draw.
International Education Stream
Under the International Education Stream (IES), 25 Letters
of Advice to Apply were issued to eligible Manitoba graduates.
This stream does not use a points-based ranking system.
Applicants must meet eligibility criteria, including graduation from an
approved Manitoba post-secondary institution and obtaining qualifying
employment. Proper documentation and compliance with program guidelines remain
essential for successful nomination.
Skilled Worker Overseas
The Skilled Worker Overseas stream issued 66 invitations.

These invitations demonstrated Manitoba’s strategic approach
to overseas recruitment. Successful candidates typically exhibited strong human
capital factors, including higher education credentials, skilled work
experience, language proficiency, and credible connections to Manitoba aligned

Of the 299 LAAs issued, 30 were granted to candidates who
declared a valid Express Entry profile number and job seeker validation code.
Express Entry-aligned candidates benefit from accelerated
federal processing once nominated. A Manitoba nomination provides an additional
600 Comprehensive Ranking System (CRS) points, significantly improving the
likelihood of receiving an Invitation to Apply (ITA) for Canadian permanent
residence.
