The
Manitoba Provincial Nominee Program (MPNP) conducted Expression of Interest
(EOI) Draw #65 on May 9, 2019, issuing a total of 170 Letters of Advice to
Apply (LAAs) across its key immigration streams. This draw reflected Manitoba’s
ongoing focus on selecting skilled workers and international graduates to meet
provincial labour market needs while strategically targeting overseas talent.
Skilled Worker in Manitoba
The Skilled Worker in Manitoba stream issued 101
invitations.
Lowest-ranked candidate invited: 569
The cutoff score indicated competitive conditions among
in-province applicants. Candidates with stable employment, strong language
proficiency, and relevant work experience were best positioned to secure
invitations under this stream.
International Education Stream
Under the International Education Stream (IES), 17 Letters
of Advice to Apply were issued to eligible Manitoba graduates.
This stream does not operate on a ranking-based system.
Applicants must meet eligibility requirements, including graduation from an
approved Manitoba post-secondary institution and qualifying employment.
Accurate documentation and adherence to program criteria are essential for
successful nomination.
Skilled Worker Overseas
The Skilled Worker Overseas stream issued 52 invitations.
Lowest-ranked candidate invited: 616
These invitations reflected Manitoba’s selective approach to
overseas recruitment. Successful candidates typically demonstrated strong human
capital factors, including education credentials, skilled work experience,
language proficiency, and credible provincial connections aligned with
Manitoba’s labour market needs.
Of the 170 LAAs issued, 15 were granted to candidates who
declared a valid Express Entry profile number and job seeker validation code.
Express Entry-aligned candidates benefit from accelerated
federal processing after receiving a provincial nomination. Manitoba
nominations provide an additional 600 Comprehensive Ranking System (CRS)
points, increasing the likelihood of receiving an Invitation to Apply (ITA) for
Canadian permanent residence.
Expression of Interest Draw #65 demonstrated Manitoba’s
balanced and strategic immigration selection, supporting in-province skilled
workers and international graduates while maintaining selective overseas
