The Manitoba Provincial Nominee Program (MPNP) conducted
Expression of Interest (EOI) Draw #66 on May 23, 2019, issuing a total of 196
Letters of Advice to Apply (LAAs) across its key immigration streams. This draw
highlighted Manitoba’s continued focus on skilled workers, international
graduates, and targeted overseas recruitment to meet provincial labour market
needs.
Skilled Worker in Manitoba
The Skilled Worker in Manitoba stream issued 119
invitations.
Lowest-ranked candidate invited: 548
The cutoff score reflected moderate competition among
in-province applicants. Candidates with stable employment, relevant work
experience, and strong language skills were more likely to receive invitations
in this round.
International Education Stream
Under the International Education Stream (IES), 17 Letters
of Advice to Apply were issued to eligible Manitoba graduates.
This stream does not rely on a ranking system. Applicants
must meet eligibility criteria, including graduation from an approved Manitoba
post-secondary institution and qualifying employment. Accurate documentation
and compliance with program requirements are essential for successful
nomination.
Skilled Worker Overseas
The Skilled Worker Overseas stream issued 60 invitations.
Lowest-ranked candidate invited: 506
These invitations reflected Manitoba’s selective approach to
overseas recruitment. Successful candidates typically demonstrated strong human
capital factors, including education, skilled work experience, language
proficiency, and credible connections to Manitoba aligned with provincial
labour market priorities.
Of the 196 LAAs issued, 27 were granted to candidates who
declared a valid Express Entry profile number and job seeker validation code.
Express Entry-aligned candidates benefit from accelerated
federal processing after receiving a provincial nomination. Manitoba
nominations provide an additional 600 Comprehensive Ranking System (CRS)
points, increasing the likelihood of receiving an Invitation to Apply (ITA) for
Canadian permanent residence.
Expression of Interest Draw #66 reinforced Manitoba’s
strategic and balanced immigration selection, supporting in-province skilled
workers and international graduates while maintaining targeted overseas
