The Manitoba Provincial Nominee Program (MPNP) conducted
Expression of Interest (EOI) Draw #67 on June 7, 2019, issuing a total of 209
Letters of Advice to Apply (LAAs) across its primary immigration streams. This
draw highlighted Manitoba’s ongoing commitment to selecting skilled workers,
international graduates, and overseas candidates who can contribute to the
provincial labour market.
Skilled Worker in Manitoba
The Skilled Worker in Manitoba stream issued 121
invitations.
Lowest-ranked candidate invited: 542
The cutoff score reflected moderate competition among
in-province applicants. Candidates with stable employment, strong language
proficiency, and relevant work experience were best positioned to receive
invitations.
International Education Stream
Under the International Education Stream (IES), 28 Letters
of Advice to Apply were issued to eligible Manitoba graduates.
This stream does not use a ranking-based system. Applicants
must meet eligibility requirements, including graduation from an approved
Manitoba post-secondary institution and securing qualifying employment.
Accurate documentation and adherence to program criteria remain critical for
successful nomination.
Skilled Worker Overseas
The Skilled Worker Overseas stream issued 60 invitations.
Lowest-ranked candidate invited: 701
These invitations highlighted Manitoba’s selective overseas recruitment
approach. Successful candidates typically demonstrated strong human capital
factors, including education credentials, skilled work experience, language
proficiency, and credible connections to Manitoba aligned with labour market
priorities.
Of the 209 LAAs issued, 18 were granted to candidates who
declared a valid Express Entry profile number and job seeker validation code.
Express Entry-aligned candidates benefit from accelerated
federal processing following provincial nomination. Manitoba nominations add
600 Comprehensive Ranking System (CRS) points, significantly improving the
likelihood of receiving an Invitation to Apply (ITA) for Canadian permanent
residence.
Expression of Interest Draw #67 reinforced Manitoba’s
balanced immigration strategy, supporting skilled workers in the province,
international graduates, and selective overseas applicants. Monitoring MPNP
draw trends, cutoff scores, and eligibility criteria remains essential for
prospective candidates planning their Manitoba immigration pathway.
