Manitoba Provincial Nominee Program Draw – October 23, 2025

Manitoba conducted Expression of Interest (EOI) Draw #256 on October 23, 2025, issuing a total of 29 Letters of Advice to Apply (LAAs) under the Skilled Worker Stream of the Manitoba Provincial Nominee Program (MPNP).

This draw targeted candidates under both the Skilled Worker in Manitoba and Skilled Worker Overseas pathways who declared receiving a direct invitation from the MPNP through a strategic recruitment initiative. The focused nature of this draw highlights Manitoba’s continued use of targeted selection to address specific labour market and policy priorities.

The 29 LAAs issued in this draw were distributed across the following strategic initiatives:

       Temporary Public Policy to Facilitate Work Permits for Prospective PNP Candidates (TPP): 19 LAAs

       Employer Services: 4 LAAs

       Francophone Community: 3 LAAs

       Regional Communities: 2 LAAs

       Ethnocultural Communities: 1 LAA

The strong emphasis on the Temporary Public Policy (TPP) category indicates Manitoba’s priority to support workers already contributing to the province while facilitating their transition toward permanent residence.

Of the 29 LAAs issued, 9 were granted to candidates who declared a valid Express Entry profile number and job seeker validation code, enabling a streamlined pathway from provincial nomination to federal permanent residence processing.

This draw reinforces Manitoba’s strategic, invitation-based approach—favoring candidates who meet specific economic, regional, linguistic, and public policy objectives rather than relying solely on broad score-based selection.
