Manitoba conducted Expression of Interest Draw #197 on
October 5, 2023, issuing a total of 542 Letters of Advice to Apply (LAAs) under
the Skilled Worker in Manitoba, International Education Stream, and Skilled
Worker Overseas streams. This was the only draw conducted in October 2023.
Under the Skilled Worker in Manitoba stream, 219 candidates were invited through occupation-specific selection. Eligible profiles included
those currently employed in Manitoba in occupations identified with high labour
needs based on Statistics Canada data. The National Occupational Classification
(NOC) 2021 major groups considered were 72 – Technical trades and
transportation officers and controllers, 73 – General trades, and 75 – Helpers
and labourers and other transport drivers, operators and labourers. All other
eligible profiles not selected in the occupation-specific stream were also
considered, with 222 LAAs issued. The lowest-ranked candidates scored 610 in
the occupation-specific selection and 629 in the general pool.
The International Education Stream issued 60 LAAs to
candidates meeting the eligibility requirements, supporting international
graduates contributing to Manitoba’s workforce.
For the Skilled Worker Overseas stream, 41 candidates were
invited under strategic recruitment initiatives, with the lowest-ranked
candidate scoring 601.
Of the 542 LAAs issued in this draw, 140 were granted to
candidates who declared a valid Express Entry profile number and job seeker
validation code, providing a pathway from provincial nomination to federal
permanent residence.
