Expression of Interest Draw #109 on February 26, 2021, issuing a total of 207
Letters of Advice to Apply (LAAs) across three immigration streams. This draw
reflected a moderate reduction in overall invitations compared to the previous
round, while still maintaining Manitoba’s structured and targeted selection
approach.
Under the Skilled Worker in Manitoba stream, 158 candidates received Letters of Advice to Apply, with the lowest-ranked candidate invited

complete documentation remains essential for successful nomination.
Under the Skilled Worker Overseas category, 21 candidates were invited, with the lowest-ranked candidate having a score of 698. Despite a
reasonable number of invitations, the cutoff score remained high, demonstrating
continued competition among overseas applicants. Candidates applying from
outside Canada typically require strong human capital factors, occupational
demand alignment, and credible provincial connections to remain competitive
within this stream.
Of the 207 Letters of Advice to Apply issued in Draw #109,
only 5 were granted to candidates who declared a valid Express Entry profile
number and job seeker validation code. This lower number of Express
Entry-aligned invitations suggested that the majority of selections in this
round were processed through the base provincial nomination pathway rather than
the enhanced federal alignment stream.
