The Manitoba Provincial Nominee Program (MPNP) conducted Expression of Interest Draw #115 on May 6, 2021, issuing a total of 150 Letters
of Advice to Apply (LAAs) across three immigration streams. This draw reflected
a smaller round compared to previous draws, highlighting Manitoba’s selective
approach to provincial nominations while continuing to prioritize candidates
who meet labour market and provincial needs.
Under the Skilled Worker in Manitoba stream, 108 candidates received Letters of Advice to Apply, with the lowest-ranked candidate invited
having a score of 400. The lower cutoff score indicated increased accessibility
for in-province applicants, while Manitoba maintained its focus on candidates
with established employment, stable residence, and strong adaptability factors.
Accurate profile submission and compliance with program requirements remain
crucial for maximizing ranking points in this category.
The International Education Stream accounted for 13
invitations in this round, providing continued opportunities for eligible
Manitoba graduates who meet employment and program criteria. While this stream
does not rely on traditional ranking scores, careful adherence to eligibility
requirements and thorough documentation are essential for successful
nomination.
Under the Skilled Worker Overseas stream, 29 candidates were
invited, with the lowest-ranked candidate having a score of 703. The relatively
high cutoff score and limited number of invitations reflected the
competitiveness of overseas selection, emphasizing the importance of strong
human capital factors, occupational demand alignment, and credible provincial
connections for candidates applying from outside Canada.
Of the 150 Letters of Advice to Apply issued in Draw #115, 14 were granted to candidates who declared a valid Express Entry profile number
and job seeker validation code. Express Entry-aligned nominations continue to
provide an advantage in federal processing, offering a faster pathway to
permanent residence for selected applicants.
Expression of Interest Draw #115 demonstrated Manitoba’s
ongoing strategy of balancing opportunities for in-province skilled workers,
international graduates, and overseas applicants, while adjusting invitation
numbers and cutoff scores based on competition and provincial needs.
