The Manitoba Provincial Nominee Program (MPNP) conducted Expression of Interest Draw #110 on March 11, 2021, issuing a total of 299
Letters of Advice to Apply (LAAs) across three immigration streams. This draw
reflected a significant increase in overall invitations compared to the

Under the Skilled Worker in Manitoba stream, 261 candidates received Letters of Advice to Apply, with the lowest-ranked candidate invited

The cutoff score remained competitive but accessible compared to earlier
rounds, emphasizing the importance of stable employment, strong language
proficiency, and accurate Expression of Interest profile submissions for
in-province applicants.
The International Education Stream accounted for 35
invitations in this draw, continuing its steady presence as a key pathway for
eligible Manitoba graduates. While this stream does not follow the same ranking
score structure as other categories, candidates must meet strict eligibility
criteria related to employment and program requirements. Proper documentation
and compliance remain critical to secure nomination under this pathway.
In contrast, the Skilled Worker Overseas stream saw only 3
invitations issued, with the lowest-ranked candidate invited having a score of
728. The extremely limited number of overseas invitations, combined with the
high cutoff score, highlighted Manitoba’s highly selective approach toward
applicants outside Canada during this period. Strong human capital factors,
occupational demand alignment, and credible provincial connections were
essential for competitiveness in this category.
Of the 299 Letters of Advice to Apply issued in Draw #110, 35 were granted to candidates who declared a valid Express Entry profile number
and job seeker validation code. The higher number of Express Entry-aligned
invitations compared to the previous draw suggested stronger integration
between provincial and federal immigration pathways, offering selected
candidates the advantage of faster permanent residence processing.
