What Are the Hong Kong PR Pathways?

There are currently two main pathways under the Temporary Public Policy for Hong Kong Residents:

1. Stream A: In-Canada Graduates

For Hong Kong residents who:

• Have completed a post-secondary diploma or degree in Canada within the last 3 years.
• Studied at a designated learning institution (DLI).
• Hold valid temporary resident status at the time of applying.

2. Stream B: Canadian Work Experience

For Hong Kong residents who:

• Graduated from a post-secondary program in Canada or abroad within the last 5 years.
• Have at least 1 year of full-time work experience (or equivalent part-time) in Canada within the last 3 years.
• Hold valid temporary resident status.

Both streams require meeting language, education, and admissibility criteria.

Work Permit Options for Hong Kong Residents

Before applying for permanent residence, eligible Hong Kong residents can apply for an open work permit (OWP).

• This Hong Kong Open Work Permit is valid for up to 3 years.
• It allows applicants to gain Canadian work experience to support their PR application.
• Spouses and dependents may also apply for open work or study permits.
