The Manitoba Provincial Nominee Program (MPNP) conducted
Expression of Interest (EOI) Draw #56 on January 17, 2019, issuing a total of
367 Letters of Advice to Apply (LAAs) across multiple immigration streams. This
draw demonstrated Manitoba’s ongoing focus on attracting skilled workers and
international graduates who can contribute to the provincial labour market and
support strategic economic priorities.
Skilled Worker in Manitoba
Under the Skilled Worker in Manitoba stream, 200 candidates
received invitations.
Lowest-ranked candidate invited: 650
The high cutoff score reflected strong competition among
in-province candidates. Applicants with stable employment in Manitoba, relevant
work experience, and strong language proficiency were more likely to secure
invitations.
International Education Stream
The International Education Stream (IES) issued 32
invitations to eligible Manitoba graduates.
This stream focuses on candidates who have completed an
approved Manitoba post-secondary program and meet the employment eligibility
requirements. Proper documentation and adherence to program guidelines are
essential for successful nomination.
Skilled Worker Overseas
The Skilled Worker Overseas stream issued 27 invitations to
candidates directly invited by the MPNP under strategic recruitment
initiatives.
Lowest-ranked candidate invited: 729
These invitations reflected Manitoba’s targeted approach to overseas
recruitment. Selected candidates typically demonstrate strong human capital
factors, including high education credentials, relevant skilled work
experience, language proficiency, and credible connections to Manitoba.
Of the 367 LAAs issued, candidates who declared a
valid Express Entry profile number and job seeker validation code were also
considered, provided they met additional criteria:
● At least 6 months
of recent experience in an occupation on Manitoba’s In-Demand Occupations
List, or
● A close relative
residing in Manitoba, or past education or work experience in Manitoba
● Minimum language
proficiency of CLB 5 (or CLB 7 for regulated occupations, CLB 6 for
compulsory trades)
These criteria ensured that Express Entry-aligned candidates
had strong ties to Manitoba and met provincial labour market needs, increasing
the likelihood of a successful provincial nomination.

selective and strategic approach to immigration, balancing invitations for
in-province skilled workers with targeted overseas recruitment. Tracking cutoff
scores, eligibility requirements, and strategic recruitment pathways remains
