MPNP: A Tough Path for Manitoba University Graduates in 2025

The Manitoba Provincial Nominee Program (MPNP) has always been a key route for international students looking to stay in Canada. But in 2025, that path has become steeper than ever.

The MPNP quota has been slashed by 50%, dropping from 9,500 nominations in 2024 to just 4,750 this year. This change follows a federal directive to reduce immigration levels and shift focus away from international student retention.

The first two draws of 2025 have introduced high and restrictive criteria. To be selected, applicants needed to meet conditions like:

  • 4 years of full-time work experience in the last 5 years
  • A master’s degree
  • A close relative in Manitoba

These are not easy conditions to meet; especially for recent graduates who may have just entered the workforce.

Let’s look at the numbers:

  • In 2024, there were 5 general draws with scores ranging from 823 to 872
  • In 2025, only one general draw occurred with a sky-high cutoff of 861

Compared to that, the maximum score a Manitoba graduate can earn just 785 (Watch video for explanation). That means even top-performing graduates are being left behind.
