Manitoba PNP Expression of Interest Draw #62

The Manitoba Provincial Nominee Program (MPNP) held Expression of Interest (EOI) Draw #62 on March 28, 2019, issuing a total of 260 Letters of Advice to Apply (LAAs) across multiple immigration streams. This draw highlighted Manitoba’s continued emphasis on supporting skilled workers and international graduates while strategically targeting overseas candidates with high potential to contribute to the provincial economy.

Skilled Worker in Manitoba

The Skilled Worker in Manitoba stream issued 262 invitations.

Lowest-ranked candidate invited: 433

The cutoff score reflected moderate competition among in-province applicants. Candidates with stable employment, strong language proficiency, and well-prepared Expression of Interest (EOI) profiles were well-positioned to secure invitations.

International Education Stream

Under the International Education Stream (IES), 44 Letters of Advice to Apply were issued to eligible Manitoba graduates.

This stream does not rely on a points-based ranking system. Applicants must meet eligibility requirements, including graduation from an approved Manitoba post-secondary institution and obtaining qualifying employment. Accurate documentation and compliance with program guidelines remain essential for successful nomination.

Skilled Worker Overseas – Strategic Recruitment

The Skilled Worker Overseas stream issued 29 invitations to candidates directly invited by the MPNP under strategic recruitment initiatives.

Lowest-ranked candidate invited: 719

These invitations demonstrated Manitoba’s targeted approach to selecting overseas candidates with strong human capital factors, including relevant education, skilled work experience, language proficiency, and credible provincial connections aligned with the province’s labour market priorities.

Express Entry-Eligible Candidates

Of the 260 LAAs issued, candidates who declared a valid Express Entry profile number and job seeker validation code were considered if they met additional eligibility requirements:

At least 6 months of recent experience in an occupation on Manitoba’s In-Demand Occupations List, or

A close relative residing in Manitoba, or past education or work experience in Manitoba

Minimum language proficiency of CLB 5 (CLB 7 for regulated occupations, CLB 6 for compulsory trades)

       Lowest-ranked candidate invited: 563

These criteria ensured that Express Entry-aligned candidates had strong ties to Manitoba and met provincial labour market needs, improving their chances of successful nomination.

Expression of Interest Draw #62 illustrated Manitoba’s structured and strategic immigration approach, supporting in-province skilled workers and international graduates while carefully targeting overseas candidates. Monitoring MPNP draw scores, stream allocations, and eligibility criteria remains crucial for prospective applicants planning their Manitoba immigration pathway.
