The Manitoba Provincial Nominee Program (MPNP) conducted Expression of Interest Draw #114 on April 26, 2021, issuing a total of 367
Letters of Advice to Apply (LAAs) across three immigration streams. This draw
reflected Manitoba’s ongoing commitment to supporting skilled workers in the
province while providing opportunities for international graduates and
selective overseas applicants.
Under the Skilled Worker in Manitoba stream, 301 candidates received Letters of Advice to Apply, with the lowest-ranked candidate invited
having a score of 440. The substantial number of invitations and a moderate
cutoff score highlighted Manitoba’s continued focus on applicants already
contributing to the local economy through employment and stable residence.
Maintaining accurate profiles, strong language proficiency, and adaptability
factors remains essential for competitiveness in this category.
The International Education Stream accounted for 55
invitations in this draw, demonstrating consistent opportunities for eligible
Manitoba graduates. While this stream does not operate strictly on ranking
scores, candidates must meet all pathway-specific employment and eligibility
requirements to secure nomination. Careful compliance with documentation and
program criteria remains critical to successful selection.
Under the Skilled Worker Overseas stream, 11 candidates were
invited, with the lowest-ranked candidate having a score of 721. The relatively
high cutoff score and limited number of invitations reflected Manitoba’s
selective approach toward overseas applicants. Strong human capital factors,
occupation alignment with provincial labour needs, and provincial connections
continued to play a key role in competitiveness for this category.
Of the 367 Letters of Advice to Apply issued in Draw #114, 34 were granted to candidates who declared a valid Express Entry profile number
and job seeker validation code. Express Entry-aligned nominations offered these
applicants the advantage of faster federal processing and a smoother path to
permanent residence once provincial nomination was obtained.
Expression of Interest Draw #114 demonstrated Manitoba’s
balanced approach between supporting in-province skilled workers, providing
structured opportunities for international graduates, and maintaining selective
invitations for overseas applicants. The fluctuation in cutoff scores across
streams emphasized the importance of ongoing profile monitoring and strategic
planning for prospective candidates.
