The Manitoba Provincial Nominee Program (MPNP) conducted Expression of Interest Draw #89 on May 7, 2020, issuing a total of 123 Letters
of Advice to Apply (LAAs) across multiple immigration streams. This draw
reflected Manitoba’s continued and selective approach to provincial nominations
during a period of evolving economic conditions.
Under the Skilled Worker in Manitoba stream, 94 candidates received Letters of Advice to Apply, with the lowest-ranked candidate invited
having a score of 475. The cutoff score indicated moderate competition among
in-province applicants, emphasizing the importance of stable employment, strong
language proficiency, and accurately prepared Expression of Interest profiles.
The International Education Stream accounted for 15
invitations, providing opportunities for eligible Manitoba graduates who met
employment and program criteria. While this stream does not operate on a
ranking score system, strict adherence to eligibility requirements and complete
documentation remained essential for successful nomination.
Under the Skilled Worker Overseas stream, 14 candidates were
invited, with the lowest-ranked candidate having a score of 802. The
exceptionally high cutoff score highlighted the highly competitive and limited
nature of overseas selection in this round, where strong human capital factors,
occupational demand alignment, and credible provincial connections were
critical.
Of the 123 Letters of Advice to Apply issued in Draw #89, 14
were granted to candidates who declared a valid Express Entry profile number
and job seeker validation code. Express Entry-aligned nominations provided
selected applicants with faster federal processing and a streamlined pathway to
permanent residence.
Expression of Interest Draw #89 demonstrated Manitoba’s
cautious and highly selective provincial nomination strategy in mid-2020,
maintaining support for in-province workers while significantly limiting
overseas invitations. Monitoring ranking score movements remained important for
candidates preparing for future draws.
